Following approximately three years of consultation with the community and City staff, Beedie Living and Merrick Architecture submitted a revised application to the City of Vancouver in December 2016 for their site at Keefer and Columbia in Chinatown. In conformance with the Chinatown redevelopment policy and zoning documents, the proposal contains a mix of residential and commercial uses.

In response to feedback from the local community and the city’s Urban Design Panel, changes to the proposal are largely focused on architectural expression and reduction of building massing, including FSR (floor space ratio) and number of market homes. The revised plan also further reflects Chinatown’s history with the introduction of public pedestrian passageways and an internal courtyard at ground level.

The revised design proposal contains a variety of uses that will help to reinvigorate the pedestrian experience in Chinatown’s cultural hub, and features the following design highlights that are carefully considered in the context of Chinatown’s character elements:

Provision of 25 low-to-moderate income seniors housing units, located on the 2nd floor
A seniors cultural space at street level secured at below market rent
A south-facing seniors amenity space on the 2nd level
Communal space on the rooftop to promote neighbour interaction and reduce social isolation
The introduction of new public pedestrian passages and an internal courtyard at ground level
A further decrease of market residential units from 119 to 110 (original application: 137 units)
A further reduction in the number of storeys from 13 to 12
A further decrease in FSR from 7.06 to 7.04 (original application: 7.31 FSR)
Narrow building frames, recessed linear balconies, sawtooth roofline, large fabric awnings, neon vertical signage, and punched windows, which respect the unique character of Chinatown and adhere to Chinatown HA-1A Design Guidelines
Removal of a presently underused service road, repairing the connection between the Chinatown Memorial Plaza and the site, and expanding the pedestrianized area of the plaza by 26%
Reduction of upper floor massing and scale of streetwall on Keefer and Columbia by two storeys
Respecting scale transitions towards the Dr. Sun Yat-Sen Garden, Chinese Cultural Centre and Keefer Hotel
Refinements to building design, and massing reduction in overall bulk and massing
Neighbourhood-serving retail including space for a multitude of uses, social activities and engagement of the public realm
Large balconies for improved livability
Laneway connections; Animation of the blank lane wall and H-frames north of the site
Integration of existing service road for enhanced pedestrian experience
Integration of bike sharing opportunities
Reduced car parking capacity and opportunity for car share program
Making full use of rooftops for outdoor amenities
A sustainable project realizing LEED Gold standards
